The Center for Employment Opportunities (CEO) is nonprofit dedicated to providing to providing immediate, effective and comprehensive employment services to men and women with recent criminal convictions.

Over the last decade CEO went from serving 2500 participants in NYC to over 4500 participants in eleven jurisdictions supported by an array of diverse and innovative funding sources including the federal Social Innovation Fund, and most recently a social impact bond in New York State.  During this time CEO launched a performance measurement system to monitor the progress of its target population and manage to annual enterprise goals defined by its theory of change.  In addition, CEO participated in an independent randomized control trial and accompanying cost benefit analysis, which demonstrated recidivism reductions of 22% for CEO’s recently released group compared to a control group, and state taxpayer savings of $8,000 per participant.  Taken together these events launched CEO’s national presence and defined the organization’s evaluative culture in which the consistent pursuit of evidence has been used as a basis to innovate, expand and manage performance.


The source of CEO’s capabilities to generate high performance and access the first wave of impact investing now taking hold in the social sector is three fold: a senior leadership team relentlessly committed to knowing the impact of program services on the lives of program recipients; a performance and evaluative based culture centered around achieving CEO’s theory of change through consistent data collection, data analysis and resulting course corrections to improve program results; and the use of technological tools to support staff and participants in fulfilling CEO’s mission.

CEO is now executing a new strategic plan to further expand its impact nationally and better realize our vision of providing employment reentry services to individuals returning to the highest need communities in the United States in order to increase economic mobility, public safety and savings to taxpayers.
