Background

On average two-thirds of wives in Papua New Guinea have been beaten by their husbands with figures reaching as high as 97% and 100% in the Highlands Region (Report on Domestic Violence, 1992). Papua New Guinea has some of the highest rates of violence against women in the world for a country not at war, however the government has responded by establishing Family Support Centres (FSCs) for women and children affected by domestic violence. The Monitoring and evaluation (M&E) specialist will work closely with local FSCs and other stakeholders to strengthen effective and accurate data collection and analysis to build a case for increased budget allocation and evidence-based planning.

What does the role involve?

You'll coordinate with the National Department of Health (NDoH) and the National Family and Sexual Violence Action Committee (FSVAC) in the development of a "data toolset". To do this you will:

• work closely with stakeholders to develop systems and tools to support quality and timely data collection, reporting and analysis, which are aligned to and meet the needs of the NDoH data collection and reporting system
• facilitate on-site workshops and training sessions for Family Support Centre (FSC) staff to feed in to the reporting, analysis and planning systems
• support FSCs to use this evidence-based data to increase provincial government's commitment and provide effective, quality and needs-based services to survivors of gender-based violence
• develop a capacity building plan for FSC staff with measurable indicators and performance appraisal system, based on an initial study of service levels already provided
• conduct a baseline survey and mapping exercise to identify key service providers and other stakeholders
• develop an impact evaluation framework

Skills, qualifications and experience required

You'll have a relevant degree and excellent experience in data analysis, interpretation and using the results for planning. You'll have excellent IT skills, in particular using Microsoft Excel and the ability to work on formulas across workbooks and manipulate graphs. You'll have proven experience developing data management and analysis tools, plus training and mentoring skills. Experience working on public health monitoring and evaluation (M&E) would be advantageous. You'll have excellent people skills, the ability to work in a changing team setting and flexibility, patience and diplomacy. You'll be able to manage your time to meet deadlines for reporting and work confidently with a range of stakeholders at different levels. Cultural sensitivity is a must.

And the rest....

You'll be based in a Regional Hospital in the Highlands Province of Papua New Guinea and cover a number of Family Support Centres. You'll be part of a team of volunteers made up of both health and community development professionals and have strong line management support from the partner organisation. We'll ask you to commit to at least 12 months to make a sustainable contribution. In return we'll give you extensive training before your placement and a local living allowance, return flights, accommodation, insurance and more. When you return to your home country, we'll support you to resettle.
